Introducing Confluence Court — a transformational housing development in Binghamton, NY at the corner of Court & Stuyvesant Streets, developed by Helio Health and managed by Housing Visions. This development revitalizes a long-vacant manufacturing warehouse into 111 high-quality, affordable apartments, including studios, 1-bedroom, and 2-bedroom units. All 111 units in the project must be occupied by individuals whose income falls at or below 60% AMI. 60 of the units will be set aside for persons with SUD, individuals with severe mental illness and for homeless veterans who will receive supportive services from Helio Health and Eagle Star Housing. The proposed project features two elevators serving all four floors. Every unit in the building will be adapted or adaptable and visitable. The building also includes approximately 43,179 square feet of common space and office space for the service providers.

Sending more than 1 application will disqualify you.
In addition, we will be conducting a lottery on May 29, 2025 at 11:00am via live stream at https://www.facebook.com/housingvisionsorg. A housing lottery is what determines the order of the waitlist ONLY. There is no win or lose, and all applications will be assigned a number corresponding to the order of the randomization the day of the lottery.
After the application deadline and lottery, applications will be accepted continuously.

Income Restrictions Apply – No Application Fee – No Broker’s Fee. Applicants will not be automatically rejected based on credit or most background check info.
Priority admissions: Mobility disability (6 units); Hearing/Vision disability (3 units)
